Mary Ann Mason, UC Berkeley’s first female graduate dean and a dynamic champion for gender equity and work-family balance in academia, died at her home in San Francisco on July 27. She was 76.
A former contributing member of GTA, she was widely admired for her warmth, intellect, elegance and steely determination. Mary Ann advocated steadfastly throughout her career for families and for women breaking into male-dominated professions.
In more than a dozen books, including The Equality Trap, Mothers on the Fast Track, and Do Babies Matter? Mary Ann and her co-authors examined the obstacles keeping women from being competitive in many professions and sought to remove them.
During Mary Ann’s distinguished two decades at UC Berkeley, she served as a professor of social welfare before ascending in 2000 to dean of the campus’s Graduate Division, which served some 10,000 students. She spearheaded the expansion of family-friendly policies for faculty and graduate students, advocating for paid parental leave, paid maternity leave, teaching relief for new parents, dual-career hiring policies, and more childcare facilities.
The result became a national model for gender equity in ladder-track academia and, in 2007, earned her the Berkeley Citation, one of the campus’s highest honors, which was presented to her by then-Chancellor Robert Birgeneau.
Eve Ekman, Mary Ann’s daughter with acclaimed psychologist Paul Ekman, her husband of 40 years, described her mother as a caring person, whose iron will was softened by her velvet glove. “She was a profoundly emotionally intelligent person who made people feel at ease because she genuinely cared about them.”

As you may have heard, my wife and I have recently moved away from San Francisco. Therefore, I am reluctantly stepping down as President of GTA, effective June 30. Linda Dodge, our First VP, has graciously agreed to become the Acting President until the next Annual Meeting and election of new officers in February 2021.
I want to thank the GTA Board for their ongoing engagement over the last several years I have been involved and wish everyone well during this uncertain time. I hope to see you again at a First Tuesday event when things are back to normal and we are re-situated, or at least visiting, our beloved San Francisco.

The primary purpose of GTA is to provide information to promote common interests of GTA members and all residential tenants of the Golden Gateway Center (aka, the Gateway). Activities may include (but are not limited to) working with all owners and managers; interpreting leases, rental agreements, rules, and regulations; preserving the benefits of rent control and related matters; and organizing and participating in special and regular events to help build a community environment. GTA shall not engage in any regular business of a kind ordinarily conducted for profit.

As we all know, we are currently experiencing a highly unusual set of events, one that brings most of us closer to home and isolates us from our typical activities. Although the majority of residents are capable of getting to the store, etc., there are some whose health has been compromised by pre-existing conditions. They may feel uncomfortable about exposing themselves to the virus by going to Safeway or Walgreens to pick up necessary food and drugs.
This is when we residents can reach out and make sure that our neighbors are okay. Be a little more attuned to the people on your floor, and if they are house-bound, offer to do an errand for them as you go about your own. It is all a part of creating a “caring community”. We have all been inundated with coronavirus information. The best advice is, of course, to wash your hands, especially after touching public doors, elevator buttons, etc.
In the past, the Association has toyed with creating a “well-being network” – one that is aware of residents who might be immobile and need assistance during an emergency. This situation may be the start of establishing such a network. If you are interested, please contact our GTA Board member Babs Lowe at firstname.lastname@example.org.
Support local merchants as much as you can. For instance, the Ferry Plaza Wine Merchant has put together Wine Survival Packages for delivery, with free remote sommelier consulting. Look for continuing opportunities on the Gateway Nextdoor group.

Anyone unable to pay rent due to the financial impact of the COVID-19 crisis must notify their landlord, and must provide documentation within a week, and then will have 6 months to catch up. This information may prevent a neighbor from being evicted.

Outline stripes are in place for bike lanes on both sides of Davis between Broadway and Jackson.
The Port Commission will review the long-term TZ lease at a public meeting on Tuesday, July 9 at 3:15 pm at the Ferry Building second floor conference room. This project at Broadway and the Embarcadero includes a 192-room hotel and 285-seat theater and a small park at the north end. The next step will be Board of Supervisors approval. Construction is expected to begin in 2020.
There will be a groundbreaking ceremony for this affordable housing project on Tuesday, July 9 at 12:30 pm. Refreshments will be provided. The project will include 125 rental apartments for families earning from 30% to 120% of Area Medium Income, and 53 rental apartments for seniors earning from 30% to 70% of AMI, and a YMCA child care center for up to 55 kids.
The final report is in on the Oct 22, 2018 fire at Vista South, and it confirms candles (and a wind gust) as the responsible elements. “This fire was initiated by the window coverings coming into contact with the open flame of a candle.” View the full (very large) report.

The GGTA is mourning the loss of Vista East tenant and longtime GGTA board member Tom Gilligan (1939-2018). After spending much of his life in Washington D.C., Tom moved to San Francisco to watch his grandson Liam grow up. He took a lively interest in all those around him and was happily engaged in neighborhood activities. We lost a kind & generous man, who always found the humor in all things. He will be missed!
Over the past year, the Port’s Seawall team has been hard at work understanding the existing conditions and analyzing earthquake and flood vulnerabilities. The effort continues for projects to strengthen the Seawall and adapt to sea level rise. Here is a rendering of the updated design for 447 Battery, which will have no condos. The planning and approval process is continuing. We will update you with more information in 2019.
“The Registry” announced that Atlanta- based Invesco Real Estate has been selected as the buyer of the 117,939 square foot 600 Battery Street office building in San Francisco for approximately $120 million, or just over $1,017 per square foot. Invesco also has the opportunity to expand the size of the property. The office building is zoned C-2 with a height limit of 84 feet. This gives the new owner the potential to vertically add up to 93,000 square feet to the property in the future and expand the value of the asset further.
The sale has not yet closed and there are no known immediate plans to expand the building, but neighborhood groups like the GGTA and the BCNA will certainly watch the project and update you accordingly.

Developer John Stewart Company is proceeding with design, financing and City approvals of two affordable housing buildings on the block bounded by Broadway, Front, Vallejo and Davis Streets, on two parcels now used as parking lots, one owned by the Port and the other by the SF Department of Public Works.
The larger building at 88 Broadway will have 130 units of family housing, and will occupy the entire western half of the block. The smaller building at 735 Davis will have 54 senior housing units, will occupy part of the eastern half of the block, and will be flanked by existing buildings. A north/south walkway through the entire block will separate the two new buildings, and an east/west walkway through the entire block will pass through the 88 Broadway building, and will separate 735 Davis from the existing building to its south. One or possibly two restaurants or cafes are proposed at street level. The buildings will fit within existing 65-foot and 40-foot height limits.
The two buildings will be managed by Bridge Housing. Rental units will be available to a mix of low income, very low income, and moderate or middle income tenants. Construction is expected to begin in 2019, and to take 19 months for 88 Broadway, and 16 months for 735 Davis.
We will update you on the progress when construction begins!
Teatro ZinZanni’s project to build a 285-seat dinner theater and 4-story 192-room hotel on Port property at Broadway and the Embarcadero is moving through the City’s approval process. The site is now a 250-space triangular parking lot.
The building will fit within the existing 40-foot height limit. Arriving patrons will use a recessed 80-foot long passenger loading zone on Broadway. No new parking spaces will be provided, and 35 street parking spaces will disappear. TZ will lease 50 parking spaces at 847 Front Street. The Vallejo Street right-of-way will be vacated. There will be a small privately maintained park at the north end.
Demolition of the parking lot and construction of the project are expected to begin in 2019, and construction time is estimated to be 22 months. Construction hours will be 7AM to 5PM Mondays through Fridays, with “occasional” work on Saturdays. There will be no pile driving.

The meeting today was well attended by tenants affected by the fire and those who are eager to help.

Dan Valdez assured us that they are working hard on restoring the apartments with little damage first so you can move back in soon. If there is no debris on your apartment floor, no fire or water damage they might release your apartment in the next couple of days.

There are still a lot of tenants who cannot go back to their apartments.
We were told by management that THEY ARE NOT LETTING ANYBOD RETURN TO THEIR APARTMENTS IF ASBESTOS WAS EXPOSED.
It is very dangerous to breathe in those particles, and even a little time in the affected apartments can cause longterm damage.
A restoration company is working since the early morning hours and apartments will be accessible once they have finished their work.
They are hoping to make all apartments on 17th floor and up available today.
The apartments 01 and 02 on the floors 8 to 16 will not be accessible for a while because of either fire or water damage (and asbestos).
To my knowledge the tenants of floors 3 to 8 have all returned to their apartments. Many on floors 9-11 have too.
The Gateway management is working on finding hotels for all those displaced for the night and permanent housing for the future.
Please know that even if you have found accommodation for tonight or for the next few days you can still contact Red Cross at 415-427-8010. They will provide immediate emergency needs and more!!

On behalf of the Golden Gateway Tenants Association and all residents of the Gateway, the GGTA went to the Fire Station 13 today to thank them and all forces involved for their response to the fire in the Vista South building on Monday, October 22, 2018.
The firefighters ran up many flights of stairs to extinguish a blaze that had flames shooting out of balconies. Their quick response and effective action saved us from what could have been a major disaster in a 25-story building. The facts that no tenants were injured, and that an elderly couple was carried safely out of the building reflect great credit on the training, professionalism and courage of the San Francisco Fire Department.
We know that our own Station 13 firefighters were the first responders (like Jay & Joe pictured below), and that additional members of the SFFD joined them. We are thankful for their tremendous work.

• Please remember that extreme heat or the Blue Angels can trigger an elevator shut off.
• They will talk to the new head of the janitor department to make sure maintenance is scheduled daily.
• Renovation is budgeted for 2018 so they hope it will be finished by end of this year. It’s an in-house job and the painters got called away for more urgent work on (too) many occasions.
• Eileen didn’t write an August newsletter because she adjusted to her new job. But they will continue the tradition. Tenants will be able to find it at the front desks and online.

Lee Radner, a community activist and longtime Gateway resident, died on May 7 at age 92.
Born in 1925 in Chicago, and he and his wife, Rogene, lived in San Francisco, Guam, and Hawaii before settling in The Gateway in 1996. He quickly became well-known and respected throughout the northeast waterfront for his community involvement.
Last Friday Gateway residents and friends shared a toast with Lee Radner’s the family members at the Fuzio to honor his memory. (see photos below)

Dear Members of the Golden Gateway Tenants Association,
On April 17th, 2018, board members of the Golden Gate Tenants Association had a meeting with Clarisse Tan and John Morel.
Clarisse Tan is the property manager of The Gateway. Many of you are familiar with her and have met her either at the office or at the Vista North, were she lives.
John Morel is the new operations manager of The Gateway, who just started his job at the beginning of March. He lives in Vista West; he is a member on Nextdoor!
We had an extensive conversation about concerns that were identified at our member’s meeting on March 15th, 2018. Clarisse and John kindly listened to our long list and were able to provide us with a lot of answers regarding rodent infestation, maintenance, security, communication, and the beautification project of the Washington Street side of the building/garage.
Here are some of the results:
Rodents Infestation: The Crane company will continue to monitor the property, especially Vista West from the garage level to the roof top. Look for the black boxes that have been put out in the last 3 weeks.
The mice issue on the middle floors in Vista West has been taken care of and seems contained at this point of time. In the process they checked many apartments on 3 of the floors and identified a few hoarders, who were given a two week notice to clean up before a second inspection. Both, Clarisse and John, are asking tenants to call immediately when you see a rodent.
Maintenance: John seems to have adjusted to his new job quickly and promised to follow up on maintenance issues immediately.
Communication: Many of you liked the leaflet sent with the rent statement. This leaflet is still available. You can also find it at the front desk of your building.
Older newsletters are online, – on the website of The Gateway click the right tab “more info” and that “newsletter” (http://www.thegateway.com/newsletters.aspx). We will ask Clarisse to update more frequently and post the current newsletter.
Beautification Idea: Bill Hannan introduced the idea of using the existing cutouts and planter boxes along Washington Street for new plants. Clarisse and John will follow up and investigate why those haven’t been used in the past and what could be planted in the future.

2018 ANNUAL MEMBERSHIP MEETING
The annual meeting of the GGTA was held at the Gateway Theatre, 215 Jackson Street, and 10:00 am on Saturday, February 10, 2018.
Bob Demchick called the meeting to order and welcomed all those attending.
Bill Hannan, on behalf of Kim Breeden and Cristina Riboni, reported on the social events hosted by the GGTA during the year. These took place at Fuzio’s (Embarcadero One) and in various tenant’s apartments. He noted the good turnout at the various events as we work to engage more of the tenants in our community.

A quorum was present at the meeting. All GGTA members present at the meeting voted to elect those nominated.
Bill Hannan reported on the history of the “8 Washington Street” property and the Prop B vote a few years ago that imposed height limits on such proposals. The state lands commission has sued to overturn Prop B. A decision on this matter should be forthcoming soon. Bill also noted other tenant issues such as non-functioning elevators, problems with the equipment in the laundry rooms and general security matters.
Neighborhood issues, also addressed by Bill were the eventual affordable housing project planned for the lot at 88 Broadway, which, if finally given the green light, is scheduled to be built in late 2018 or early 2019; the hotel/restaurant/dinner theatre Teatro ZinZanni to be built on Broadway in the parking lot between Davis Street and the Embarcadero; and the proposed temporary navigation center sites of 88 Broadway or Pier 29, both of which are not anticipated to materialize.
Captain Paul Yep, SFPD, Commander of Central Station, discussed overall safety issues such as general street safety and the high rate of auto break-ins. The latter are done primarily by organized groups. The SFPD has initiated plain clothes patrols to try and thwart the perpetrators. SFPD is also working with the Public Works Department to mitigate the homeless encampments which spring up as camps move from one neighborhood to another. Primary to us is Ferry Park and Sue Bierman Park. Finally, he addressed the ongoing issues faced by our local Safeway store. While their security staffing is a decision made at the corporate level, we need to be pro-active in calling attention to issues we encounter. SFPD will also communicate with Safeway.

Our last speaker was Hon. Aaron Peskin, our District 3 Supervisor. He commented on the board’s election of Mark Farrell, citing the need for separation of powers between the mayor and the president of the Board of Supervisors.
On the State Lands Commission lawsuit, he advised that a settlement discussion is in progress and will hopefully be reached soon. There are zoning issues in the Jackson Square area as to the diversity of businesses located or wishing to locate there. One San Francisco real estate operation is trying to work around the rent control rules by pushing for the ability of landlords to pass-thru debt service costs when setting rents. He also noted, as did Captain Yep, that the homeless count in our neighborhood is increasing because of migration from other camps that have been shut down; this also plays into the search for a temporary navigation center in District 3. Finally, he reminded us that there will be a number of issues on the upcoming ballot which relate to ethics in government and we should study them carefully.

The Bay Club Gateway, 370 Drumm St., is adding new landscaping along the black fabric fences facing Washington and Drumm streets in order to beautify the area.
Golden Gateway Tenants Association Vice President Bill Hannan took the initiative earlier this year to ask the Bay Club to improve the appearance of the black fencing. As a result, the club is clearing the overgrown ivy from 18 inches down to about three inches along the sidewalk and installing “Marjorie Channon” evergreen shrubs that usually grow to eight to 12 feet in height. The intent is to obscure some of the grim screened fencing. Other colorful foliage will be planted as well, and new watering systems will be installed. Ford GoBike is expanding bike share in the neighborhood, and the community is invited to provide feedback on the company’s latest round of proposed stations in San Francisco.
Your input is important in helping craft a system that works best for residents, businesses, and visitors across the city. Give your thoughts on individual locations through Ford GoBike’s online survey, which is also available in Spanish and Chinese.
You can view a map of proposed stations. The timeline for installation of these stations is mid-2018, with permitting happening this fall and winter.
Ford GoBike station locations are determined based on a combination of community feedback (public workshops, community meetings, etc), engineering analysis, neighborhood needs, and input from the city of San Francisco. Additionally, when selecting suitable locations, numerous criteria are considered including access to solar power, Americans With Disabilities Act requirements and anticipated demand. The Golden Gateway Tenants Association has received numerous complaints from residents over the past few months touching on a variety of issues with elevators, maintenance, smoking, and the behavior of fellow tenants and their animals. We tried several times to set a meeting with management to discuss these issues, but were told they do not have time in their schedules to meet until after Thanksgiving.

Thanks to SFMTA and Supervisor Aaron Peskin’s office, we regularly learn about street and transit issues at District 3 SFMTA Street Team meetings. It brings together community leaders and representatives from SFMTA on a regular basis so we can learn what’s in the works and give feedback, as well as talk about our concerns. GGTA President Geri Koeppel attended this meeting on Thursday, Aug. 24 along with representatives from North Beach Neighbors, Russian Hill Neighbors and the Union Square Business Improvement District. Peskin’s aide Lee Hepner facilitated.
The first topic discussed was the Columbus Avenue Streetscape and Pedestrian Safety Project, which includes bulb-outs at intersections that shorten the distance needed to cross the road. This has been in the works and debated for a few years now, and we asked for an update on what stage it’s in.
Also, as part of this project, we were told there will be a dedicated bike lane on Columbus Avenue between Broadway and Washington Street. One person asked for more details on the strategy for linking these three blocks with a broader bike route.
Much of the discussion centered on the second topic, concerning Chariot commuter shuttles. SFMTA is working on regulations and a permit program for Chariot and plans to take them to its board on Sept. 5. If approved, the new rules probably would take effect in October. SFMTA has had complaints about the private shuttles regarding safety and accessibility, which the new rules will address. It also is asking Chariot for data on ridership so it can analyze routes. Chariot shuttles are only allowed to stop in white or yellow loading zones; they can’t use Muni stops. However, it was mentioned that they don’t always stop in approved zones, and have been seen driving in “red lanes” marked for transit only.
SFMTA also touched on the Embarcadero Enhancement Project, which intends to create a dedicated, protected bike lane along the increasingly more crowded waterfront. Hepner said that although it will be tied to the long-term seawall improvements, the goal is to make some temporary improvements in the meantime.
In addition, neighborhood leaders all expressed concerns about safety on Muni and the perception that more riders are opting for private transportation such as Chariot, Uber or Lyft, creating a tiered system that could cut into Muni’s budget over time. SFMTA staff are aware of these concerns and assured the group that they’re being addressed.
Koeppel also asked about a rumor that SFMTA plans to eliminate northbound traffic on Drumm Street from Market up to Washington as part of the Better Market Street initiative. Neither Hepner nor SFMTA staff were aware of the plan. Later, we learned that there is no plan to make Drumm southbound-only.
However, there is a change proposed for southbound Drumm: Vehicles won’t be allowed to turn right onto Market Street. Southbound vehicles on Drumm will be forced to turn either right onto California (a new route) or left onto Market Street, as they currently can.
Neighbors living near the site of the proposed Teatro ZinZanni theater and hotel project at the Embarcadero and Broadway got an update on the project on August 7. The big news is: Not much has changed since the previous report, and the project is continuing to move through the city’s planning process.
If you’re just joining us on this issue, the circus dinner theater Teatro ZinZanni was a previous tenant on the waterfront from 2000 to 2011 at Pier 29, but its lease was terminated when the Port of San Francisco decided to host the America’s Cup and subsequently build the James R. Herman Cruise Terminal at Pier 27. The city promised Teatro ZinZanni could return, though, and the Board of Supervisors in 2015 granted Teatro ZinZanni a sole-source waiver to develop the hotel and theater on the seawall lots. It’s now heading into the approvals process and eventually building permits.
Annie Jamison, Executive Director of Teatro ZinZanni, Architect Mark Hornberger of Hornberger + Worstell and Jay Wallace of Teatro ZinZanni’s partner hotel developer, Kenwood Investments, provided details about where the project stands to board members and neighbors representing the Golden Gateway Tenants Association, Barbary Coast Neighborhood Association, Gateway Commons, FOGG, and others.
First off, the hotel project has added an additional 12 rooms on the interior of the project since we last received an update, for a total of 192-guest rooms now, but the addition of the rooms will not require a change to the exterior design, streetscape and building amenities, or mechanical systems of the building. Also, the city’s Architectural Review Committee of the Historic Preservation Commission preferred red brick exterior to the gold brick that had been proposed, and square-shoulder windows instead of arched windows and those changes have been incorporated into the project.
The city’s Planning Department at one point seemed unsure of the glass gazebo housing Teatro ZinZanni’s historic spiegeltent, but neighbors were told that hasn’t changed … with one caveat: Wallace said the developers are considering asking for permission to replace the glass roof of the glass-walled gazebo with a metal roof on the top of the glass-walled gazebo in order to reduce the high cost of building it completely in glass. Neighbors were cool to that idea, however, and Wallace said it was “not a deal-breaker.” Even if that happens, he assured everyone the bulk of the building would be glass and would provide a nighttime showpiece thanks to interior lighting.
All other elements of the hotel and theater project were the same as previously presented. The buildings won’t exceed the 40-foot height limit (plus the allowed 15 feet for mechanical equipment which will continue to be screened) and all of the street trees that exist now will remain. Also, it will include a privately managed park with security, and will include a cafe/coffee shop near Broadway and Davis Street and restaurant/bar near Broadway and the Embarcadero. All of these public elements ideally will spur foot traffic and activate the neighborhood.
As we heard previously, there will be no on-site parking, but a valet service will use the roughly 1,000 parking spots within a quarter mile of the site for hotel guests. Theater guests are expected to use ride services, taxis, tour buses or public transportation (the F-line streetcar stops at the intersection and the Embarcadero BART/Muni station is less than a 10-minute walk). Parking for personal bikes will be available, too.
The soil testings, historic review, and studies on traffic, wind and shadows have been submitted to the Planning Department, Hornberger said, and from here, the developers are about 90 days from beginning the public approval process so they can apply for building permits. The goal for the construction timeline is starting in summer of 2018 and finishing by winter of 2019. Developers are aware of the simultaneous sewer work starting this fall on the Embarcadero.
Neighbors asked if there would be noise, light and dust mitigation and were told yes, but the developers don’t have the details yet. All of the specifics will be in a public document disseminated to neighbors prior to construction as part of the project’s mitigated negative declaration anticipated for the project.
Neighbors also asked if public space would be provided to neighborhood groups for meetings and events at no charge, and were told there would definitely be opportunity to schedule conference rooms and meeting spaces for their use. Finding meeting space for large groups has been an issue for neighborhood groups in the past, so this was welcome news.
Mark your calendars for an important Fire Safety Presentation at 7 p.m. Thursday, August 31 at the Gateway Theatre (formerly Eureka Theatre), 215 Jackson St. Inspector Fernando Juarez of the San Francisco Fire Department will give tenants essential information on fire prevention and dealing with a fire emergency.
GGTA has been working on hosting a fire safety event ever since a fire broke out in the garbage chute in Vista South on January 16, 2017. UPDATE, 9/9/2017: BCNA reports SB 384 has been “killed” and now addresses a completely different subject. Read more. Thank you to our friends in BCNA who worked diligently with us to oppose this bill.
The Golden Gateway Tenants Association is strongly opposed to a bill, SB 384, that would allow California cities to permit alcohol sales until 4 a.m.
Sen. Scott Wiener introduced this legislation, and it passed handily—27 to 9 with four not voting—in the Senate on May 31. GGTA and many other neighborhood and grass-roots groups are opposed to this bill, while several business and industry groups support it. Mayor Ed Lee is on record supporting it, so if it passes the Assembly and is signed by Gov. Jerry Brown, we’re sure that San Francisco will eagerly embrace the opportunity to keep bars and nightclubs open later.
Why is this a problem?
Walking down Washington Street on the two blocks between Battery and Davis is a bleak visual experience because of high blank walls on both sides for parking garages at One Maritime Plaza and the Gateway.
The next two blocks of Washington between Davis and the Embarcadero are just as bad on the north side, including the black fence for the Bay Club tennis court. Why does the street look like this?
Probably because Washington was an off-ramp for the Embarcadero Freeway when One Maritime Plaza and the Gateway were built in the 1960s. Now the freeway is gone, and times have changed. This street needs to look better. What can be done?
GGTA is looking for creative ideas to improve these four blocks. One possibility is to ask the Bay Club to decorate the tennis club fence along Washington Street the same way it has already decorated the west side of the fence facing the Golden Gateway Commons condos.
Please let us have your opinions. Our GGTA board will talk over the ideas to come up with specific proposals to discuss with the well established civic organization San Francisco Beautiful. We will then open discussions with Gateway management, One Maritime Plaza, and the Bay Club, who would need to agree to suggested improvements.

While the laundry rooms at the Gateway are a convenience that tenants appreciate, we all know they can be a source of frustration. Machines break, and worse: the drain lines back up and flood the floor, causing a safety hazard.
We recently contacted Gateway management and a manager with WASH Laundry to inform them of the frequent broken machines and flooded floors. A slip-and-fall can result in serious injury, particularly for our older residents.
We were pleased to find out that WASH Laundry and the Gateway are working on finalizing a contract to upgrade the machines. We were told this could possibly include reworking/redesigning the drains, which could alleviate some of the drain backups.
Neighbors recently got more preliminary details about an affordable housing rental complex for low- and moderate-income residents and seniors planned for our neighborhood.
A slide presentation at a public meeting of the Northeast Waterfront Advisory Group (NEWAG) at the Port of San Francisco on April 6 showed early designs for the buildings, which will take up most of the block between Vallejo, Broadway, Front and Davis. The slides showing renderings are below.
The number and type of units as well as the various levels of affordability have changed over time, and could be altered again. A representative for BRIDGE Housing told us the Mayor’s Office of Housing asked for more three-bedroom family units, which has slightly decreased the total number of units in the family building.
UPDATE, 10/11/2017: This sewer work is being delayed into 2018 and we will post another article when a firmer timeline is given. The Drumm & Jackson Streets Sewer Improvement, a separate project, is slated to start in the first quarter of 2018. A Request for Proposals has been released, but no contract has been awarded yet, so details are forthcoming. One lane of traffic on Drumm Street between Jackson and Clay streets is expected to be closed for roughly seven months. We are working with SFPUC on minimizing impacts to neighborhood. We will post an article on that when more details are provided.
Starting this fall, Gateway residents, their neighbors and anyone who drives on the Embarcadero will be inconvenienced by 16 months of on-and-off construction and lane closures due to much-needed sewer improvements on the North Shore Force Main. Loud noise is expected throughout the project as well.
We reported in January that these repairs shouldn’t be as disruptive as the work we endured in 2014-15, but it turns out that’s not quite true. (Click here for the earlier article.) At the April 6 meeting of the Northeast Waterfront Advisory Group (NEWAG), a volunteer citizen advisory group to the Port of San Francisco, representatives from the San Francisco Public Utilities Commission (SFPUC) outlined the upcoming plan, which held a few surprises.
Keep in mind that the North Shore Force Main serves 350,000 residents throughout the city, and this project is absolutely mandatory to keep our sewers working properly. Also, we are grateful to SFPUC for overseeing a project of this scope and for being communicative and responsive. But we want to warn residents, area workers and visitors that they’ll be in for some unpleasant months ahead.
Sunday Streets is coming to Bayview and Dogpatch from 11 a.m. to 4 p.m. this Sunday, April 9, and it’s a short jaunt via bicycle or from the Embarcadero station on the Muni down Third Street to access it.
Three miles of the Third Street corridor will be shut to vehicles so you can enjoy the neighborhood and its businesses at a leisurely pace on foot. If you haven’t been to Dogpatch, it has numerous charming shops and cafes.
All neighborhood children are warmly invited to participate in the annual neighborhood Egg Hunt at 10:30 a.m. Saturday, April 8 in Sydney G. Walton Square.
Meet at the fountain shortly before 10:30 a.m. This is an opportunity to meet and socialize with neighbors and to build community spirit. The Egg Hunt is sponsored by the Barbary Coast Neighborhood Association.

The San Francisco Board of Supervisors recently gave the green light to a proposal for a retail market of locally made goods at Pier 29. This allows the developer to pursue a final deal with the Port Commission.
Jamestown has proposed filling only the 22,000-square-foot bulkhead, or front space, with retail items by nonprofit SFMade and an “urban brewery and/or winery and/or coffee roastery.” The exterior of the building won’t be altered, as was indicated in very preliminary plans. The goal as they’ve outlined it is to offer a marketplace for cruise passengers and an amenity for residents. Jamestown also operates Ghirardelli Square, Chelsea Market in New York City and Ponce City Market in Atlanta.
The plan has gotten pushback from some community groups, including the Telegraph Hill Dwellers, which has characterized it as a “mini-mall” and not a wise use of waterfront space. It’s advocated for more recreation on Port parcels, including Pier 29, and has voiced concerns that if Jamestown is given the 15-year lease, it’ll try to co-opt more space in the larger shed building.
However, the Barbary Coast Neighborhood Association sent a letter to the Board of Supervisors’ Budget and Finance Committee in support of the market, which will occupy about 20 percent of the space in the Pier 29 building. The letter stipulates that the group supports recreational use for the rest of the pier, but also notes that the plan “would also provide our neighborhood with another attractive option in place of an empty building.”
The Golden Gateway Tenants Association hasn’t taken a position on this issue, but wanted to share what’s happening with our members.

Supervisor Aaron Peskin has assembled a D3 Street Outreach Team of community representatives to work with MTA in identifying major areas of concern regarding streets and transit.
GGTA President Bill Hannan attended the first meeting on Jan. 12, 2017, and GGTA board member Geri Koeppel attended the second meeting on Feb. 23, 2017. Other attendees included representatives from community benefit districts and neighborhood associations as well as MTA staff.
At the first meeting, attendees participated in a “card-storming” exercise to identify concerns in categories such as transit, parking, coordination and outreach, pedestrian safety, economic impacts and project-specific interests. Bill reported that each person was able to recommend only two main areas of concern, so he brought up restoration of the full 10-Townsend Muni line and pedestrian safety on the Embarcadero. (Note: Since that meeting, MTA announced the elimination of the 10-Townsend bus stop at Folsom and Second streets.)
In the second meeting, participants worked in three teams, with each homing in on two of the categories and discussing them in further detail. Geri was included in a group that talked about safety and street conditions. Each group then reported their discussion, and an MTA employee wrote them all on easel paper.
Following that, every person was able to vote for three issues they believed were the most important. The votes were ranked by first, second and third priority according to blue, red and yellow stickers placed on the easel paper.
The items with the most votes were suggestions to build the Central Subway and to improve traffic signals and timing, with four votes each. After that, three stars were give for three topics: bulb-outs to calm traffic and shorten the distance from curb to curb for pedestrians, more MTA outreach to the public before approving projects, and more enforcement for private shuttle buses, tour buses and TNCs, commonly known as ride sharing companies.
Four items also received two stars, and several received one star. But as one attendee pointed out, a theme emerged:
In closing, Peskin’s aide Lee Hepner thanked everyone for their participation and said if anyone has specific concerns they’d like to raise outside of the meeting, he’s available via email. GGTA is going to follow up on this with concerns about the 10-Townsend line and near-term solutions to congestion and safety on the Embarcadero. Also, Deanna Desedas of the MTA thanked everyone and said these meetings will help shape outreach and engagement in other districts. We were told another meeting will be scheduled for about six weeks from this one.
We hope to see all Golden Gateway Tenants Association members (and those wishing to join GGTA) at the annual membership meeting at 10 a.m. Saturday, Feb. 25, at L’Olivier Restaurant, 465 Davis Court.
This year, we’ll meet in the restaurant’s main dining room rather than the annex, so there should be more space for everyone to fit comfortably. District 3 Supervisor Aaron Peskin will speak about current events at City Hall and issues expected to arise in 2017. Gateway resident and longtime activist Lee Radner will report on the State Lands Commission lawsuit, set for decision in the near future, that seeks to abolish our voter-approved height limits along the waterfront.
Outgoing GGTA president Bill Hannan will summarize the proposed affordable housing development at 88 Broadway, the proposed Teatro ZinZanni hotel and dinner theater at Broadway and the Embarcadero, the condominiums under construction at Battery and Pacific, and the proposed hotel and condominiums at 447 Battery where Cort Furniture is now. He’ll also speak on security issues and ask for a volunteer to serve as security liaison.
GGTA nominating committee chair Desa Belyea will announce the slate of officers and directors for the coming year (please see below). Also, social chair Kim Breeden will report on our schedule of social events, which, thanks to energetic new board members, should be prolific and diverse this year.

On January 12, 2017, I represented the Golden Gateway Tenants Association (GGTA) and Barbary Coast Neighborhood Association (BCNA) at a District 3 meeting at City Hall of neighborhood group representatives with SFMTA staff members.
The two-hour meeting was called by Supervisor Aaron Peskin’s aide Lee Hepner. Present were five MTA staffers and about 25 representatives of neighborhood or merchant groups, including Stan Hayes and Howard Wong for Telegraph Hill Dwellers, and a representative of a Russian Hill neighborhood group. More sewer work will start this summer near the Gateway Apartments and Townhomes, but we’re told it won’t be as disruptive as the project that tore up the neighborhood back in 2014–15.
In case you missed the mess, the San Francisco Public Utilities Commission (SFPUC) is rehabilitating and replacing part of the North Shore Force Main (NSFM) and the Drumm & Jackson Street sewers so that we don’t exit our apartments one day to find we live in the midst of a wastewater lake. That’s good news, and we thank them profusely for that.
In more good news, SFPUC says this round won’t be as bad, because most of the work will be “trenchless.” That means they’ll cleverly dig just a few access points and send crews underground, rather than tearing up long stretches of road and driving us nuts with incessant jackhammering and other noise. Construction is expected to run through winter of 2018. Five neighborhood groups, including the Golden Gateway Tenants Association, recently sent a letter to the Planning Department asking it to deny permission for two strip clubs on Broadway to stay open until 4 a.m. instead of the current 2 a.m. closing time.
The owner of the establishments sought a conditional use authorization to extend the hours at the Penthouse Club on Wednesdays through Sundays and at Centerfolds daily. A hearing was scheduled in October 2016 and postponed to January 2017, and now has been postponed indefinitely, according to the Planning Department.
Regardless, the issue is of such concern to the surrounding neighborhoods that we felt the need to go on record in opposition. The GGTA was involved in discussions with the other neighborhood groups prior to crafting a letter to Planning, and the board voted unanimously to sign the letter. It is as follows:
On December 8, 2017, Gateway residents Irene and Al Glassgold and GGTA President Bill Hannan attended a “pre-application” meeting at architect Jeffrey Heller’s office about the proposed hotel and condominiums at 447 Battery Street at the corner of Merchant, where Cort Furniture Rental is now. (There had been a previous get-acquainted meeting on March 18.)
Rob Canepa was there for his family, who own the property. Project drawings and plans were visible, as was a small model of the proposed 19-story building including 8 stepped-back condominium units on the top floors.
Sometimes people wonder why a tenants association is needed and question what we do and why they should join and support us.
GGTA’s main mission, and reason why it was founded, is to protect rent control. But our board also works hard behind-the-scenes to maintain and improve the quality of life for all residents on many levels. While we don’t advocate for tenants in individual disputes with management, we communicate with the Gateway regularly about security and other issues affecting all residents.
Recently, we’ve been watchdogs and advocates for a number of other neighborhood topics, including:
Asking the Chinatown shuttle to stop running diesel buses along Washington Street, which pollutes our air and apartments

Developers are planning to raze the three-story brick building at 447 Battery St. housing a Cort Furniture showroom in order to build a 19-story hotel with 182 rooms and eight private residences. Community members can attend a meeting about this at 6:30 p.m. Thursday, Dec. 8, at the Heller Manus offices in the Transamerica Building, 600 Montgomery St., No. 100 (main floor).

This pre-application meeting, according to an invitation sent out to some neighbors, “is intended to facilitate a discussion of the preliminary project concepts between the project team, adjacent neighbors, and community organizations before submitting an application to the city. The process is vital because it provides neighbors the opportunity to ask questions about the project at a very early stage, before plans are submitted for Planning Department review.”
At an earlier meeting last spring, neighbors were told the architects would be careful about “light and air issues” and would not exceed zoned height limits. Also, a four-star hotel operator was chosen to manage the property, and the project sponsor will live in one of the residences. The GGTA was proud to cosponsor the popular Halloween Party with our friends at the Barbary Coast Neighborhood Association (BCNA) from 5:30 to 6:20 p.m. on Oct. 31 on the plaza level at the Gateway Apartments.
Even though it threatened to rain, dozens turned out to enjoy pizza and hand out candy to the kids in costume. Afterward, the children went trick-or-treating around the Golden Gateway town houses and Golden Gateway Commons buildings across Jackson Street.
Teatro ZinZanni (motto “Love, Chaos, Dinner”) is coming our way. After several years of popular dinner theater in a large antique circus tent pitched on Pier 27, TZ was booted out to make room for the America’s Cup, and the new cruise terminal.
The new plans are for a 180-room hotel and dinner theater at Broadway and the Embarcadero on a triangular Port parcel now used as a parking lot. The Port will lease the land to TZ and its developer Kenwood Investments for 66 years. The proposed structure will fit within the existing 40-foot height limit (plus rooftop fixtures). The current plan is for a red brick structure, enclosing the theater tent in a clear glass cylinder.
The building will include a restaurant at the corner of Broadway and the Embarcadero, with some outdoor seating. There will be no on-site parking. A small privately-maintained triangular park will occupy the northern end of the site.
The Golden Gateway Tenants Association and the Barbary Coast Neighborhood Association have attended multiple community information meetings, and have consistently expressed support for the project to City officials. The permit process is moving slowly along. Construction is expected to begin about 2019.
The Golden Gateway Tenants Association has proudly accepted a Certificate of Honor from the San Francisco Board of Supervisors for its support of the Kids Camps at the Bay Club at the Gateway.
GGTA President Bill Hannan received the certificate at a donors’ luncheon on Oct. 9 at L’Olivier Restaurant. The event honored those who contributed to helping local children from low-income areas to attend summer camps at the Bay Club, the recreation center that serves the Gateway community and beyond.
On Monday, Oct. 17, GGTA President Bill Hannan attended a public meeting at Pier 1 about the affordable housing project at 88 Broadway (at Front Street) that neighbors have been involved in shaping for more than two years now. Developer John Stewart presided over presentations by architects and program managers. Here is Bill’s report:
Size: In response to MOH, the total number of units for the 2 buildings (family and seniors) has been increased to 191. There is no increase in the size of the buildings, which continue to fit within the existing 6-story height limit.
If you stroll through Jackson Square these days, you’ll notice a whole new crop of businesses. Many of the longtime art and antique shops have moved out due to rent increases, and a slew of upscale retailers have moved in over the past year or so.
Isabel Marant led the pack, followed by Shinola (lifestyle items), JAKE (apparel), A.P.C. Denim, Guideboat (casual wear and lifestyle items), Aesop (healthy and beauty), an urban-focused version of The North Face, and Pia (designer wear in the former La Boutique space; read more here). On September 8, 2016, GGTA board member and security liaison Sue Rokaw convened a follow-up security meeting at the Gateway leasing office following the July 26 meeting. Present were SFPD Captain David Lazar, Clarisse Tan and Jose Angulo of Gateway management, Ironship Plaza resident Shai Malka, Sue Rokaw, fellow GGTA board member Geri Koeppel, and GGTA President Bill Hannan.
Captain Lazar announced he has obtained twice-daily patrols of a Department of Public Works truck to clean up tents or debris at five Central Station locations, including Sue Bierman Park and Davis & Washington streets. These patrols are now in effect at midnight and 7 a.m.
If you’re a resident of one of the 1,254 rental units at the Gateway Apartments and Townhomes, it’s important to know what a valuable service the Gateway Tenants Association provides.
First, it works to safeguard rent control – a great asset that the City’s tenants often take for granted, but shouldn’t. The San Francisco Rent Ordinance limits a landlord’s ability to increase rents in most pre-1979 buildings by tying the annual increase to a version of the Consumer Price Index. Other cities including Berkeley, San Jose and Santa Monica also have rent control.
GTA was founded in 1982 after our landlord took the position that rent control should not apply to the Gateway complex, then known as the Golden Gateway Center. More information about this is on the History page.
DEVELOPER NAMED FOR AFFORDABLE HOUSING AT 88 BROADWAY
(Editor’s note: This letter was sent to the members of the Barbary Coast Neighborhood Association by board member Bob Harrer.)
The developer for MOHCD’s affordable housing project at 88 Broadway has been selected: Bridge Housing, in partnership with the John Stewart Co (JSCo), will develop the project. They will be supported by Lutheran Social Services, the YMCA of San Francisco and Leddy Maytum Stacy Architects. This is a Mayor’s Office of Housing and Community Development (MOHCD) project to be built on Port/City property. The selection of a developer is a significant step forward – it follows two and a half years of discussions, workshops, an architectural study, and hearings.
The proposal encompasses two buildings: one for families at the corner of Broadway and Front streets, another for seniors on an adjoining lot facing Davis Street. The family project would have about 130 units; the senior project would have about 52 units. Both buildings will respect the 65-foot height limit.
The design proposed by Bridge and JSCo reflects most of the key requests by BCNA and other neighborhood representatives. The proposed design includes:
Bridge and JSCo will present their proposal to the Port Commission (for information) and NEWAG in the near future. They will also be conducting outreach to the community. BCNA looks forward to participating in that community outreach process.

On April 30, 2016 our state assemblyman David Chiu and our city supervisor Aaron Peskin held a public forum at San Francisco Community College at Kearny & Washington Streets.
David is chairman of the state assembly Housing Committee, and discussed several bills being considered in the legislature, including his proposed $1.3B housing bill, and 5 other bills including use of MediCal funds for supportive housing to reduce the need for emergency room medical services to homeless people. He also sponsors a bill to close loopholes in existing laws regulating assault weapons.
In response to questions, David and Aaron each stated support for Proposition C on the June ballot in San Francisco to fund more affordable housing. Aaron criticized Academy of Art University (“Academy of Real Estate”) for converting existing housing to dormitories. Aaron lamented attrition of SROs, and abuse of AirB&B to create illegal hotels. David mentioned that city regulations on AirB&B have been slowly progressing, but are now coming into effect.
Asked about affordable housing for middle-income earners such as teachers and firefighters, both said the traditional focus has been on low-income housing and that shortage of middle-income housing has been increasing. Aaron stated that Proposition C includes 10% for middle-income and moderate-income residents.
BCNA’s Diana Taylor asked about neighborhood retail being squeezed out by offices. David and Aaron replied that state law prohibits commercial rent control. Aaron discussed the new SF legacy business program, which is now beginning.
BCNA’s Bob Harrer asked about sources of state funding for new programs. David replied that his $1.3B housing bill would be a one-time expense paid out of a $4B state surplus, but that Governor Brown “is not there yet”. Other possibilities are a “cap & trade” approach such as having polluters pay for cleanup costs, and also building new housing near existing transit corridors, or a $75 state fee for each real estate transaction. David lamented cuts by former governor Schwarzenegger to state highway and transit funding.
Asked about school funding, in which California ranks near the bottom nationally, David recalled that Proposition 13 froze property taxes that supported public education, but said recent state programs are beginning to increase education funding, and Aaron said San Francisco has recently increased its local public school funding.
Gateway resident and FOGG head Lee Radner asked about the State Lands Commission suit against the City over Proposition B’s restrictions on waterfront height limits. Both David and Aaron expressed support for Proposition B. Aaron said the case is scheduled for trial in October, 2016, and the City Attorney says he remains confident of his position.

The Super Bowl 50 festivities will be on our doorstep very soon, and there are some things which will have a direct impact on our neighborhood and how we get around on a daily basis. Your GGTA representatives as well as other local groups have been monitoring the planning meetings.
To accommodate the Super Bowl City activities, the southbound lanes of the Embarcadero will be closed starting around January 23 and remain closed thru about February 11. During that time, traffic will be detoured onto Washington Street to Battery Street. At least two blocks of Market Street will be closed. Assurances have been made that intersections are to be staffed with traffic control officers, lights are to be synchronized to allow for a smooth traffic flow and construction sites are to be closed down.

The new District 3 supervisor Julie Christensen will speak at the meeting, and Assemblyman David Chiu has also been invited. Subjects of interest including proposed real estate developments in the neighborhood will be discussed.

Dear GGTA board members –
At last night’s meeting of the affordable housing working group, Tom Radulovich of Livable City advised that Planning Code section 145.1 applies to Seawall Lot 322-1, the site of the proposed project at Broadway and Front. As I understood Tom, this code section requires that any on-site parking be set back 25 feet from any street, with “active uses” facing the streets.
This should reassure those who are concerned that an on-site parking garage would result in “blank walls” along the sidewalks (like Washington Street between Battery and Davis) that would be bad for the neighborhood. The Port’s preliminary papers indicate there will be no “blank walls” longer than 20 feet, but there has been continued concern because the Port insists on-site public parking will be needed to support retailers or other commercial ground floor users such as offices.
Dear GGTA members –
Today I received a notice of my Gateway rent increase for the coming year, based on my January anniversary date. It is one per cent. (Your increase may vary based on your anniversary date.) Thanks to the blessings of San Francisco rent control, we are not subject to the drastic rent increases that are caused by market rates.
We at GGTA remain alert for any attempts to revoke rent control or trim it back. We support the community watch program begun earlier this year by Bob Demchick and recently handed off to Sue Rokaw, who presided at a meeting in October addressed by SFPD Central Station’s Captain David Lazar.

A meeting of the Gateway Community Watch from 6 to 7 p.m. Monday, Nov. 11 at the Holding Company in 2 Embarcadero Center focused on emergency preparedness to answer these questions and more.
The meetings have been spearheaded by the Golden Gateway Tenants Association.
Irina Chatsova of of San Francisco SAFE and Gateway resident Sue Rokaw, who is the community watch point person, facilitated the meeting. About 20 people attended.
Please join your neighbors for the next in a series of community watch meetings at the Gateway Apartments and Townhomes from 6 to 7 p.m. Monday, Nov. 10, at the Holding Company on the third floor (plaza level) of 2 Embarcadero Center.
It will include information on personal emergency preparedness and a community watch emergency preparedness plan. Andrea Jorgenson, planner/San Francisco Fire Department/Department of Emergency Management Disaster Corps volunteer coordinator, will be the featured speaker.
Social media network Nextdoor’s Gateway news feed has been abuzz lately with posts about crimes at the Gateway Apartments and Townhomes.
After hearing about the incidents, Golden Gateway Tenants Association President Bill Hannan sent an email to members reading, “There have been reports of several recent burglaries at the Gateway. Please always keep your apartment door locked.
“Also, there is a security lock at the base of your sliding glass door, which will allow you to lock that door in one of two positions, either open a few inches or completely closed.
“You may want to consider buying renters insurance. If you have an existing auto insurance policy, your insurer may give you a discount if you add renters insurance. Gateway management recommends Resident Shield at http://www.residentshield.com/ and (800) 566-1186. I do not know what relationship if any Gateway may have with that company.
“If you can avoid letting strangers into our buildings without risk to your own safety, please think about keeping strangers at bay.
Be careful in here.”
More than 30 Gateway residents showed up for a community watch meeting in a meeting room off of the administrative offices at 5:30 p.m. Thursday, Oct. 3, to discuss how to contribute to building a safer community. It was organized by the Golden Gateway Tenants Association.
Mason Lee of San Francisco SAFE facilitated the meeting, in which he reiterated that a community watch has nothing to do with patrols. Instead, he said, “It’s all about creating that safety culture.”
And, he added, “Besides problem-solving, we want you to have fun as well.”
Lee urged people to be friendly with their neighbors and hold socials (the GGTA does hold a social for residents on the first Tuesday of each month at The Holding Company), and to look out for anything amiss.
He told residents to not let anyone “tailgate” into buildings, either on foot or into the garage by car, in order to maintain security.
The Golden Gateway Tenants Association has been working with San Francisco SAFE on organizing a community watch in the complex and has scheduled its next public meeting.
All Gateway residents are invited to attend from 5:30 to 6:30 p.m. Thursday, Oct. 2, in the meeting room of the Gateway rental offices. Enter the room through 430 Davis Court.
The Gateway Apartments and Townhomes require all new tenants to sign a nonsmoking lease, according to Clarisse Tan, the Gateway’s director of property management.
“We’re trying to go completely smoke-free,” she said, but with 1,254 rent-stabilized units where people often stay put for decades, it might take a while.
Existing residents are grandfathered in and can smoke in their units as well as on balconies.

Dear GGTA members in Vista West –
We have more information from Gateway management about the July 1 increase in water bills. According to management, it raised water and sewer rates at different percentages for different buildings based of their different vacancy rates. Management also advises that it pays 3% of the costs of common area water use, based on a review or audit. it also confirms that the Bay Club is metered separately and pays SFPUC directly for the water it uses.
The bills we have received from tenants in Vista South and Vista East appear to show that tenants in Vista East received much steeper percentage increases in July than tenants in Vista South. We have only one bill each from Vista West and Vista North, so we cannot draw any conclusions about those buildings.
Gateway Apartments and Townhomes residents saw increases of roughly 20 to 40 percent in their Conservice water bills over the last couple of months, and the Golden Gateway Tenants Association is looking for answers as to why such hikes occurred and how they were calculated.
The water is provided by the SFPUC, which sets the rates and mails notices of increases to “account holders.” Gateway tenants did not receive advance notice of these increases, which happened at the same time that Conservice changed its account numbers.

As many residents know, there has been a good bit of discussion about neighborhood security in light of a number of burglaries that have occurred in recent months. There was talk of a Town Watch program possibly including unarmed foot patrols around the property. A meeting was held in July at which several residents discussed possible solutions to the problem and those in attendance agreed to investigate further action.
Recently, at a second meeting, the entire direction of the program was modified in that the patrols associated with Town Watches will be abandoned in favor of the community watch concept encouraged by the San Francisco Police Department.
What exactly is a community watch? And why should anyone have one?
“It is about knowing your neighbors and knowing who belongs on the block,” said Mason Lee, public safety coordinator for San Francisco SAFE, which stands for Safety Awareness for Everyone. “It’s about communicating with each other and also observing and reporting.”
SAFE organizes community watch groups in the city and county of San Francisco, registers bikes, helps with disaster preparedness and more. It’s a nonprofit and funded by the SFPD.

On Aug. 7, I attended a “working group” meeting hosted by theMayor’s Office of Housing (MOH) at the Broadway Family Apartments, an affordable housing project at 810 Battery Street. Our hosts were Teresa Yanga and Joel Lipski of MOH.
Present were Bob Harrer and retired architect Solomon Pan and June Osterberg (BCNA), Lee Radner (FOGG), Jon Golinger and Stan Hays (Telegraph Hill Dwellers), Stephanie Greenburg (SoTel Neighbors), Jonee Levy (NEXT Village), and Gateway activist Ernestine Weiss. The focus of the meeting was tenant income eligibility at the proposed affordable housing project at a half-block lot on Port property at Seawall Lot 322-1 at Front and Broadway, now used as a parking lot.
